“Below District legislation, any particular person is topic to District tax legal responsibility if they’re domiciled within the District, or in the event that they set up statutory residency within the District. Saylor has been domiciled within the District, or a statutory resident of the District, or each, in annually from 2013 by 2020,” the grievance reads.
